Dear Multnomah County Resident:
I am pleased to present the 2006 Annual Report of the Multnomah County Health Department,
available on the internet at www.mchealth.org/annual/. Multnomah County Health Department’s
annual report is a celebration of the quality of service and commitment of staff, providers, and
community partners who join together to ensure that each of you benefits from excellence in public
health.
In FY06, the Health Department continued the difficult task of providing the highest quality service
and maximum access to healthcare while facing increasingly limited resources. To optimize our
resources we secured over 23 million dollars in grant funding, and continued to increase operational
efficiencies and the quality of services for clients.
Public health focus continued on department and community emergency preparedness. We had
great success in helping regional hospitals and other health systems partner to prepare for major
disasters. Our preparations for a potential pandemic flu brought us in closer collaboration with
Multnomah Counties’ businesses. Our focus on health disparities continued as we monitored health
indicators and worked to build community capacity.
This 2006 Annual Report employs a format designed to facilitate year-to-year comparisons of key
departmental activities. These key activities include providing direct services and community health
promotion and planning in the areas of bio-terrorism and emergency preparedness, chronic disease
prevention, communicable disease, environmental health, health disparities, immunization, maternal
and child health, substance abuse, teen pregnancy and adolescent health, tobacco prevention, and
violence prevention as well as medical and dental services.
We care for every segment of the population, often raising controversial issues, but always focused
on the needs of the community. Building on the public trust and momentum that characterized the
past, your Health Department continues to seek and establish alliances and partnerships to
maximize resources for the future. We appreciate and value our significant number of community
and business partners who make it possible to keep pace with the needs of a growing county.
As Director of the Health Department, I am proud to lead an organization with a national reputation
for excellence and a track record of serving those most in need. The Health Department's creativity
and unflagging commitment to the public's health is a source of pride for every citizen in
